What is the FSS Program?
The Family Self Sufficiency Program (FSS) is a voluntary program designed to assist participants in the Section 8 Housing Choice Voucher Program & residents living in federally subsidized public housing.
What does FSS do for the participants?
Assist families in developing the strengths, skills and experience necessary to achieve economic independence.
What are some of the necessary strengths, skills and goals the FSS coordinator will help the participant achieve?
The FSS Coordinator will assist the participant in setting goals in career development, education, debt solutions, financial stability, increase income, life skills as well as homeownership.
What are the Benefits of joining the FSS Program?
As your earned income increases, some of your increased rent payment shall be set aside in an escrow account for you! If you achieve all your goals set out in your Individual Training & Service Plan, and successfully complete the program you may withdraw your escrow funds to use as you determined appropriate. For example: further education, purchase a home or a new car.
What is the Homeownership Program?
The Homeownership Program is a voluntary program designed to assist any Quincy Housing Authority Public Housing Tenant or Section 8 Participant in good standing to purchase a home by providing a Section 8 Voucher.
QHA only offer monthly assistance payments.
What does the participant need to have to be eligible?
- 1st time homebuyer
- Income Requirements (gross annual income is not less than federal minimum hourly wage x 2000 hrs.)
- Employment (2yrs min. and average 30 hrs. week)
- Minimum Down Payment (3%) of your own money/assets
- Good standing (QHA & Landlord)

- Only Single Family Home
- Condominium
- Manufactured Home
