QHA Annual Plan Available for Public Comment
On March 1, 2024, a Draft Annual Plan for the Quincy Housing Authority, as required by the U.S. Department of Housing and Urban Development (HUD), was made available for a forty-five (45) day public review and comment period. The Draft is available to view by the public on the Quincy Housing Authority’s website at https://www.quincyha.com, and at the main office located at 80 Clay Street, Quincy Massachusetts. Should you need a reasonable accommodation to access the Plan, please contact the Quincy Housing Authority office. The Agency Plan is scheduled for submission to HUD on April 17, 2024. A public hearing to consider comments will be held on April 17, 2024 located at Quincy Housing Authority, 80 Clay Street, Quincy, MA at 11:30 am in the QHA Conference Room 1st Floor. This plan will also be presented to the Quincy Housing Authority Board of Commissioners on April 17,, 2024. The Quincy Housing Authority invites all tenants and the general public to a review of the Authority's Proposed Annual Plan for Fiscal Year 2025.
The Annual Plan is intended to provide insight into the Authority’s operations and plans for the coming fiscal year as they affect the Authority’s state-aided public housing. The Proposed Annual Plan is comprised of the following elements:
- Proposed Capital Improvement Plan (5-year)
- Proposed Maintenance and Repair Plan
- Current Operating Budget
- Responses to the Performance Management Review (PMR) findings
- List of housing authority policies List of waivers from governing regulations of the Department of Housing and Community Development (DHCD)
- Other elements

Residents and the general public are invited to review the Annual Plan before the hearing and may submit public comments as noted below. The Authority shall consider the concerns of any Local Tenants’ Organization (LTO) or Resident Advisory Board (RAB) regarding needs and priorities and incorporate some or all of such needs and priorities in the draft plan if deemed by the Authority to be consistent with sound management. Substantive comments will be summarized and included in the Annual Plan when it is submitted to the Department of Housing and Community Development (DHCD).

On Monday, January 23, 2023 the Draft Annual Public Housing Agency Plan of the Quincy Housing Authority (QHA), as required by the U.S. Department of Housing and Urban Development (HUD), will be available for a forty-five (45) day public review and comment period. The Draft is available for inspection by the public on the QHA website https://www.quincyha.com, and at the Main Office of the Authority, 80 Clay Street, Quincy, Massachusetts, The Draft is also available at each of the following locations: 109 Curtis Avenue, 73 Bicknell Street, and 170 Copeland Street. These locations are all wheelchair accessible and reasonable accommodations will be provided to persons requesting assistance. Please contact the main office should you need a reasonable accommodation. The Agency Plan is scheduled to be submitted to HUD on March 17, 2023 or thereabouts. A Public Hearing to consider comments on the Draft Agency Plan will be held Monday, March 13th, at 4:00 PM in the Community Room on the 12th floor of the QHA’s principal office located at 80 Clay Street, Quincy, MA 02170. Additionally, the Quincy Housing Authority Board of Commissioners will meet on March 16, 2023 at 5:00 pm to consider adoption of the Agency Plan before its submission to HUD; any additional comments on the Agency Plan will be considered up to this meeting. QHA PARKING POLICY
WILL BE ENFORCED IN THE SNUG HARBOR FAMILY DEVELOPMENT
The Quincy Housing Authority has adopted a new parking policy. This means, any tenant who wishes to park their vehicle on QHA property at Snug Harbor between the hours of 12:00 am and 6:00 am must have a valid parking permit (including all tenants with Handicap placards or license plates). The permit, in the form of a sticker must be permanently affixed to the inside lower corner of the driver side (left side) of the listed vehicle’s front windshield. For motorcycles, owners must affix the sticker to the fork on the operators left side. The parking permit (sticker) is NOT transferable. Any vehicle that is parked on QHA property between the hours of 12:00 am and 6:00 am without a valid parking sticker will be towed at the owner’s expense by Ayer’s Towing 440B E. Squantum Quincy MA. If you have not yet done so, you must register your vehicle with your Property Manager as soon as possible. The Property Manager’s office is located at our Support Services Department, 26 Figurehead Lane in Germantown. In order to obtain a parking permit, you will be required to provide the Manager with a valid Mass. Driver’s license, and a copy of the vehicle registration. (Please note, the vehicle must be registered in the resident’s name.)
Further, if you are in need of a temporary permit, please see your property manager. A temporary permit may be issued to a resident in good standing on a case by case basis. Please note, parking on the street during winter months could lead to towing during snowstorms. Please contact the City of Quincy for more information.
